Wrigley won 1,151 votes and Borman had 1,011 to easily capture the two available council seats.
Angela Jurdak was third with 768 votes -- well ahead of the other three contenders. Edward Roderick had 372 votes, Gilbert Roy, 316, and Andrew Giroux, 226.
Wrigley was the only incumbent in the race. A retired employee of Central Maine Power Co., he also has 20 years of experience on the budget committee.
Borman is a longtime local educator, once serving as assistant superintendent and interim superintendent in the Oakland and Fairfield school systems. He runs an income-tax preparation business, and rental properties. Borman said he hopes to help the council with his background in budgetary and administrative matters.
For the first time in 27 years, the council will be without Dennis McLellan, who declined to seek another three-year term.
