There is an underlying story here where we the ratepayers pay some of the highest rates for power. Now we are going to be saddled with an "upgrade" which is really designed to benefit people outside the State of Maine. It would be interesting to see the econimic justification of this project and a power flow diagram. How much of this project will be paid by the southern states which it will benefit the most?report abuse
