SOS would have some credibility if they weren't mostly adjacent land owners who are basically a group of people looking out for their personal investments. At least the guy on Dallaire Street doesn't hide his agenda - "buy my house" he says. Offer these members of SOS some cash and I'll bet they'll all forget about these other issues.report abuse

Money will be spent either before or after the dam is removed. As an engineer I know FPL will force the hand of Winslow taxpayers when they breach the dam and the sewer line needs to be replaced. They will say that it was installed wrong because there was no concrete cover like the plans said. Sadly, there will be no proof that they were installed correctly unless the dredge the rest of the river. For example, 1985 Winslow rip rapped the Ft Halifax Park riverfront with the blessing of the Army Corp of engineers that it was engineered and installed according to specs. 1987 Flood washed it all away. Any thoughts on where the concrete that covered the sewer line went in 1987, my guess is the same place the Rip Rap from Ft Halifax Park is, down stream. End result is after the breach FPL will claim the sewer line was not installed properly therefore it will be the taxpayers of Winslow problem. Thanks for the enema Kennebec Coalitionreport abuse

If the town of Winslow had participated with the Kennebec River Basin FERC dam re-licensing process (1992-1998) this issue would have been resolved when the 1998 KHDG agreement was signed.
The Winslow town officials who were elected between 1992-1998 obviously never participated at the Maine State Planning Office meetings or FERC scoping sessions or hearings on the issue of anadromous fish passage in the Kennebec River Basin.
Maybe they were thinking this was strictly an Edwards Dam issue (Augusta) and had nothing to do with the town although three FERC licensed dams are in Winslow.
Where were the SOS members then?

The horse left the barn in 1998 and 10 years later the SOS crowd is still trying to find this horse.
First SOS encouraged legislators to introduce and sponsor bills in the Maine Legislature to save the Fort Halifax dam and failed miserably.
All bills were voted ought not to pass and not one bill ever left the respective legislative committee room.
Then they brought lawsuits against the state of Maine who as a signatory of the KHDG agreement was bound to the removal of the Fort Halifax Dam as an option in Maine Courts and again failed miserably.
They even convinced FERC staff to look more closely at the Fort Halifax Dam issue when FPLE decided to surrender their operating license at the Fort Halifax Dam.
FERC scoping sessions were once again held and hearings conducted in Waterville and FPLE was granted a surrender of their license and the authority for dam removal.
They even filed a lawsuit in the District of Columbia Federal Court and lost!

At this late date SOS members are still trying to play the conspiracy card but to no avail.

The dam was offered to the town of Winslow by FPLE and the town council refused.
The town planning board stretched the Fort Halifax Dam removal permit process to the limit and the SOS crowd is still not satisfied.
SOS members will be spending the town of Winslow's taxpayers money on this permit appeal!report abuse
